Since then, the relationship between the Bulgarian Grand Duke and the Russian Tsar became increasingly bad.

On March 3, 1883, the Bulgarian Prime Minister Major General Sobolev and the Minister of War Major General von Kolba "suggested" to Battenberg that their status should be: Sobolev as the Russian Governor-General in Bulgaria, and Kolba as the Russian Governor-General in Bulgaria.
